Freight system suggestion

How about what Jardim suggested but add another type of cargo called valuable cargo that you can only carry up to 1 ton of but it makes just as much as 10 tons of regular cargo or something similar. That way even if you drive a big truck you can only carry 1 ton of valuable cargo same as you would with a small van. But then you also have to option to load up your big truck fully with multiple trips that would roughly make same as the valuable cargo would.
