There was about 6 seconds between your "failed to stop" and your "bro"ing.
I have done the maths, and you had failed to stop at the time he knocked you down.

The maneuver itself was perfectly fine. I am unsure who told you that his maneuver is a bannable offence. I would refrain from listening to them in future.
