Question on mods

This is rather LFS and not TC related. But I think there are technical limits.
The mod list is always queried fresh from the master server, which is impossible when you're offline and secondly, mods need to be downloaded (in the most recent version) first, before using them. That might also be impossible when you're offline.
Scawen could have implemented a workaround for this, e.g. relying on locally information only, but I assume he didn't bother for that, relatively rare, scenario.
