I think if the fines are high, players will drive more cautiously.
Crashing is not a good thing because it reduces the lifespan of the car.

I agree that crashes should remain as they were before, without police involvement. However, during a police chase, whether the suspect or the police crash into civilian vehicles, there should be a system in place to handle that.

There must be a reason why the car has gone out of the map. The police should still be able to issue a wanted status for the suspect. However, if they unintentionally went out of the map, their fine should not be doubled.

(I’m referring to the rule I mentioned earlier, where fleeing the accident scene results in a double fine—this shouldn't apply if the suspect leaves the map unintentionally.)

There are a lot of variables, making it complicated.
