hi.
when a user joins tc for the first time they get the message:
User has joined [TC]for the first time, enjoy your stay!

to inform newcomers to read the rules that message could be:
User has joined [TC]for the first time.Please read the rules & enjoy your stay!



just small suggestion that could help alot to get people to actually go read the rules.

Reason:
"i see an increase in people who dont read them lately".
a message like that makes no excuse for not reading them as that would literally be the first message you get when entering TC .
