Good idea, but you know it would be even better if the new player was FORCED to read the rules kind of like a "user agreement" page where they would have to click 'I accept' at the bottom of each page until all rules were covered. That way there would be no surprises from the newcomer such as "I didn't know I couldn't ram other players on the wrong side of the Autobahn while using profane slurs"

Also, a message on their screens with copy-able links to the manual so they know how the insim works would help too. I find myself always walking new guys through stuff such as bussing or jobs in general or even explaining to them how things work because this insim is a bit more complex than it was 5+ years ago before the introduction of jobs and mods.
