If you wanted to be drastic, you could find some uber low-res textures which may improve your FPS around south city.

The thing is, the LFS devs have already optimised the game slightly so that it will run better on lower performance PC's. The most intensive map on LFS is South City. If you then throw in 800 objects it makes the problem worse. If your PC can't handle 32 cars on South City + objects then it's probably time you considered upgrading.

BUT

By the looks of the screenshot, you're still getting 88 FPS which is quite good. Go to: Options > Misc > Fullscreen Vertical Sync: YES

You will find your game runs smoother with Vertical Sync on.
