Leeway Speeding.

I understand that driving in the leeway is not allowed to be driven in constantly. But as a cop are we meant to give them 3 warnings then fine them for careless driving now? As before this new speeding fine system. We used to warn them 3 times and give a low speeding fine. Just wondering what is the right thing to do now.

3 Warnings > Low Careless driving fine.

That's all news to me.

The law is that you cannot speed. The leeway is still speeding.
However, you cannot be fined for driving within the leeway - it's there because there are errors (mathematically speaking) in the speedo and displayed limits and it's hard to never go over the set limit anyway.
As driving in the leeway is still speeding, you can be warned but no more.
