Leeway Speeding.

The law is that you cannot speed. The leeway is still speeding.
However, you cannot be fined for driving within the leeway - it's there because there are errors (mathematically speaking) in the speedo and displayed limits and it's hard to never go over the set limit anyway.
As driving in the leeway is still speeding, you can be warned but no more.

Well then surely they are going to keep driving in the leeway.. Just pulling them over and warning them over and over wont stop them? So what can we do to sort this out?
