AFK/Speedtrap Limit

I'm all for that. I can't remember if we re-worked the idle kick to do something similar previously or not.

I'm not really bothered about this sort of thing. I understand how annoying it is, but if a cop wants to park up and not earn anything that's fine with me. After all, if they sit in one place I can just low down if I really don't like being fined again and again.
