What you could do, is ask the suspect to pay the fine for failure to stop manually, which means typing "!pay 300". They might resist a lot, but you would do nothing wrong.

This does not mean however, fining the suspect for failure to stop everytime, when he stopps a few seconds later, but we are talking about the very obvious cases here, when suspects stops literally the last second and keeps running or doing U-turns before that, after they have already received a clear warning to stop.

Yes, but I could see this leading to argument "Yes you did" "No I didn't" for pretty much 90% of the cases, and would be quite rare for them to eventually pay it, unless there was a rule about it.
