Looking a bit before your timestamps, I've seen [V-AS] RaStA4000 pushing cops/following a chase and then overtaking it once he's gotten sick of waiting (this is in a FXR, mind you). He has also slowed down, let people past and then pitted one of them out of his way. Seeing a cop he slows down on the wrong side of the road causing an accident with you and then causing another one. Soon after that he pushes Jon for no reason. He then rams him again less that a minute later.

If Jon was going to chase anyone it would have been [V-AS] RaStA4000, not you. You may have hit him once (which Jon was allowed to fine you for) but this rasta guy had hit Jon at least 5 times. Seeing as though you were the easier target of the two, that is why he chased and fined you.

Chuck has already banned [V-AS] RaStA4000, I don't think he will be coming back. As for Jon I think his reason was valid, but I don't agree with his reasoning of who to chase.
