The accident was so small, you can barely even tell you made contact (apart from the small "collision sound"). I usually do take apologising for crashes very seriously, but even I think this crash was so tiny it barely warrants anything.

Also, you were tailgating him. He never got chance to issue you a fine because you started evading but a ticket for tailgating would have been acceptable.

The crash itself was so insignificant, although a sorry might've been recommended, I don't think it was even worth it.

Also, I believe he probably didn't even notice there was a "crash".
EDIT: I also don't think it was intentional. The incident itself was so tiny, in any event.
