Passing a chase

Hey all
Wanted to ask something about a rule.
When I'm beeing chased and there's another chase right infront of me, am I allowed to pass this chase? I never saw an admin take action in a situation like this, but the last time (already quiet a few weeks ago) i saw someone got kicked for passing a chase in a situation like described.
Would be nice when an admin could say something about this, and maybe add something into the rule section.
