Driver improvement schemes?

We have that. That's the reason you earn +4 or +3 at the speed limit and not at 50mph above it

That, we don't have. Well, to a certain degree it works. Can't expect it to be 100%. Some people just come on to drive around flat out, not intentionally cause crashes, but do so because of their driving.
