[Implemented] Suspects car in display

I suggested this a about a year ago. Got denied due to the fact that it would encourage cops that think about their stats to not join a chase on a faster car.

Though I like the idea there is a problem. For example if a pretty severly damaged FZ5 is chased by a FZ5 then a TBO could keep up but wont join cause he thinks he wont be able to keep up.

On the upside, cops that are ready as backup will see what car the suspect has and can go to pits and switch car quicker than if they have to spec the guy.
