Having looked at the replay from several cars/angles etc this was purely driver error and not checking the map for oncoming traffic before doing his U-Turn. Also he should of noted that SIRENS by now should of appeared/been visible on his screen and not proceeded with his U-Turn. He will be given a warning for this.

Action has been taken as described.
