Elmo summed it up for me aswell. Probably could be solved by having two seperate backup calls, one for a specific user and one for the backup queue.

The specific user backup would obviously just be the regular backup we have now, so you have to tell your mate to !join quickly. No point doing !backup <user> as it's just not practical in chases for numerous reasons.

The other backup would take a cop from the queue.
