The Gumball doesn't mean your cop skin can be a regular Gumball skin with some "POLICE" text written on it. You still need a proper cop skin which conforms with the cop skin rules.

The writing isn't clear enough, the overall livery doesn't indicate a police vehicle, and there are too many sponsors which makes it look like a race car.

Pretty sure Police cars don't have sponsors on them too.. Maybe a little gumball sticker here and there.
