You were on the wrongside and almost caused an accident with him, so at that point he can rightfully fine you for "Dangerous driving" and is allowed to chase you. However you went onto the grass and u turned, so it took him a little while to catch up and get you into his tracker.

If he was simply trying to get a laser reading that time would have been a bit too long, but as he already witnessed you breaking the law it was fine.

Also be aware of this, eventhough it did not imply in this situation.
