+1 for the idea!

2 or 3 small barriers behind whoever puts on a !hazard would also prevent cars from hitting the guy with the !hazard on.. I've had multiple occasions where I was keeping !hazard on behind of an accident, and speeding cars oncoming hit me, which immediately removed the !hazard for the next oncoming car..

So breaking down what you've said, you're left with two scenarios:

1.) Leave it as it is. Cars won't have any real incentive to slow down for the hazard, putting a range of cars involved in the accident at risk (multiple tows, car with the hazard and the person being helped). If the car with the hazard is hit, then the hazard will no longer exist, there'd now be an even larger accident and approaching cars will know nothing about it.

2.) Have a barrier spawn behind the car with the hazard. Cars will have to slow down or they will inflict damage upon themselves, hence, that incentive to slow down is created and hazard signs may finally be respected.

As a side note, you'd reasonably expect them to hit the barrier head on rather than perpendicular to it, so the damage inflicted on cars that do fail to slow down won't be too substantial (I expect it'd bring them to an immediate halt or ping them back slightly). If they hit the barrier sideways on then that could cause a bigger problem.
