Description of incident (inc date & time):4/11/16
After the chase he claims the reason why he rammed me was because I "rammed him first" (assume he is talking about 10:09) which I clearly didn't, and even if I did revenge ramming is still against the rules. Another side note is he claims he knows the rules so he clearly didn't do this due to a lack of knowledge.

The first time stamp is a very minute incident, but the rest you have labelled are quite serious.

I don't feel a ban is quite appropriate for this user, yet.
If he continues this behavior after a final stern confirm-able warning, he will receive a ban for his actions.
