I dont know how does fine system work, is there even possible to choose fine for speeding. Cop waited me to pass, then started to just follow me and maybe wait me to speed. Cop speeded like 20 kmh in 100 area, 40kmh at hw 160 kmh area. These both he wasnt in chase. He started to chase me after hw when i speeded like 20 kmh. I stopped immediately, he fines me 120 (Ask me if pic needed). Other cops usually fine me like 30-60 even when i speed like 50kmh. This cop followed me again after busting me. i speeded like 12kmh or so and he fines me 60.

Having looked at the replay and what [COP]AidenJohnson did is completely acceptable, he saw that you was speeding and !lasered you, in which he does twice as you most probably just got outside of his laser.
You are allowed to speed for a short amount of time to catch up to a suspect who is speeding as long as it's not over to long a distance and [COP]AidenJohnson wasn't.

He then initiated !chase on you

Which is proof that you was speeding.
The speeding fines are set by the InSim, not by the chasing [COP].
If you was not speeding then the [COP] would NOT of been able to fine you.
