- Reasons as to why you think you deserve a refund: ok, last year in november of 2011 someone hack my account (pepito101) and then i say to savy to ban me permanent and he say when i get a new account i will be refunded (kms, cars,i was a Cop and a tow,etc...) and now in may of 2012 i bought an S2 license with my username byEdo so i say to [TC]Lamp my problem so he give me this link to make a thread so here is its, please help me Sad

Already answered in-game:
All accounts were reset on 1.Jan 2012. So whatever you have owned in November 2011 is irrelevant today.
