I reported this user with many others a month or two back, and he recieved a ban for his misconduct however it appears he has not learn't a single thing. No apologies what so ever. Not sure if user is ban evading or ban period finished.

The user was driving pretty carelessly and did not apologise on any occasion, he rammed you out of the way on the last time stamp aided by his lag, he will be given a ban since he clearly hasn't learnt to drive more carefully and to apologise when he hits somebody.
