He did cut you off completely however when he knew it was his fault he did apologise for it. In my opinion it was a very silly thing to do and could have easily been avoided with the slightest amount of concentration however I don't believe it to be intentional and will not take any action this time.
This can be considered a warning to take more care and concentrate more when driving in the future.
