His driving is questionable. He does not seems to care about either his actions and annoyance that he cause to people.

Whilst there is no defined cool-off time, this is 1 minute and 20 seconds after the incident itself according to your timestamps, arguably an excessive time. You also expressed at the time that you did !complain, which might've been enough? You also said "Mind not ramming cops?" which is over exaggerating to say the least, so I understand his response of "i dont".

Literally ramming?! He is clearly unaware of any of his surroundings, but "literally ramming" is definitely a stretch.

He'll be gone for 21 days, mainly for the insulting/bad attitude. You could've changed your ways a little bit to improve the situation as well. Not sure if you were genuinely drunk at the time, or not.
