User repeatedly rams me (pretty sure on purpose most of the time) after and before chases. I do also make contact outside of chases or before 'chase started mark' but never maliciously. User jumps the fence which I am told is not allowed. He, and another user are also rude at some points.

Replay timestamps:
1:12:22 - First chase starts
1:14:30 - Jumps fence into Stunt Area, I am unable to catch up
1:32:05 and 1:32:15 - light rams after chase
1:34:10 - Ram to provoke chase
1:34:40 approx. - I PIT him before the 45 second mark ,to stop him and talk to him about ramming. The part that annoys me is there seems to be a double standard about ramming - I am not allowed to hit him, but he can hit me.
After this chase Bagpuss tells me I am going to be reported. assuming for contact at 1:35:35 and 1:36:05 ??

1:42:30 / 08:43am for chatlog - I stop Mr. Worldwide, who becomes abusive towards the end of our conversation.

1:57:30 - I hit Bagpuss as we pull away, as he pulls out in front. I chase him as he reverses into me, but again I am accused of ramming.
2:04:00 - Bagpuss rams me again. I !chase and pin him and ask him to stop ramming me.
2:07:20 - I PIT him before '45 second mark' to prevent him from jumping the fence again.

Apologies, I have lost my original account details and the reset password feature doesn't accept my email address any more.

To start with I have not read anywhere that jumping a fence is an illegal move in the game, I have had other cops laugh about it without issue.

From my side, as you can clearly see throughout the replay I am antagonised and rammed outside of various chases without valid reason, I was spun out several times at traffic lights by Josh and then chased when I have reversed to straighten up (car gets stuck on curbs, couldn't go forward).

Admittedly I'm not without fault, but if someone is consistently harassing you in game by breaking the no ramming rule you tend to lose your cool a bit.

EDIT: It's worth noting that Mr Worldwide is a completely separate user, I have no affiliation with this person and as such they should not be punished regardless of the outcome of this.

To answer your question about contact/force:
Neither user in a chase should use force before the insim states that the suspect failed to stop. Although we may let it slide, in regards to admin action, if it was just light force and it was clear the suspect wasn't going to stop. Which it was in this case.

5.3. Use of Force
Force may only be used if the suspect has failed to stop. The InSim will state when the suspect has failed to stop (after approx 45 seconds)

Bagpuss, you kept saying how bad Josh was and how he was ramming and abusing and harassing you, when in fact it was just you all along. Absolutely disgusting and unacceptable behavior. You even tried to get him into trouble by pulling out in front of him just as he pulled out from parking, causing him to hit you, then kept following him around everywhere. All while you were hitting/ramming him yourself many times. Don't you see how ridiculous and stupid that is? (please have a good think about this and consider improving your behavior towards other people)
A shame Josh had to put up with you, since there was no admin present. People are on our servers to have a bit of fun, and you just go and ruin it. Obviously that will have consequences. Not surprising that you happen to have history of provoking and harassing people on our servers (amongst other things). I guess you haven't learnt at all.
