Yeah, totally different aren't they.

As I read it, MED/RES is just a COP TOW.

But they both have NO RIGHT OVER TRAFFIC, so I can cut off a MED/RES with sirens and lights going, no penalty, so really again, what's the difference?

I mean, you don't even need those tags to TOW another user anyway.
