That rule is only talking about what the cop has to do before issuing the fine. It has nothing to do with what happens if a user drives off ONCE issued before having accepted it.
But as clarified by BP and what you've said, once issued, it HAS to be paid and that chase mode can still be activated if they try to escape without paying. Though 4.6 doesn't seem to go this much further. So I don't understand where "Not that weird" comes from. I've always been confused about this as well, I'm glad I know now. |
