Please be patient, we will reply shortly. He was copping in a car. You were running on a bike. He is allowed to use tactical force. He used tactical force. You fell down, which is the likely result when a car hits a bike. If you want to increase your chances of winning a chase, you either need to get better at riding a bike so that the cop does not have opportunity to knock you off in a controlled manner (which we see here), or use a car. No action has been taken as explained
