Description of Incident (Include Timestamps): 1:04:11:00 - the [COP] issues the fine. (€80 which is the highest for illegal parking).

The [COP] did not account for the rule: 4.9.1. Variable Fines, and having his attention was a difficult and non effective process, I leave it up to you, to take appropriate actions if necessary or refund.

You are correct in that he should not have chosen a high fine here; you are not causing an obstruction at all, and not in a dangerous or particularly busy place.

I've gone ahead and refunded you the €40 to make it a low fine and given Rambio a confirmable warning explaining why he has been fined and how to decide which fine to select in a variable fine.
