I reports JVCdonald because he has sat down constantly between the cops and the Suspect.

He has not reacted to Move for policy. As for the rest the servers rule apparently made no difference to him.

I have broken off the pursuit and have drawn the attention of him to it.

Alright, just got done looking at the replay you provided and JVCdonald was following/borderline interfering with your chase. I was watching JVCdonald before your incident and he was overtaking cops with their sirens/strobes on as well. He has a past record of this and will be receiving a longish ban, thank you for your report.
