He did in fact block the road, this appears to be an accident on his part as he did not know whether he should continue driving out or stop, didn't look intentional to me.

Confirmed, user wrongsided causing an accident.

Since this user is fairly new to our servers, he will receive an in game confirm-able warning regarding his wrong siding which caused an accident with you in chase.
