In my opinion, track should be orientated towards racing. We don't usually get a huge complex with a racing track and roads that are perfect for cruising. It should be kept one way and a small fee for entering it could be collected (or even a fee for laps/time spent on the track).
But hey, that's only my 2 cents here..

I like both ideas but i slightly prefer to have the racetrack as a cruising track and only close it for timed events.

We loose quite a few crossover junctions, turn quite a few roads into dead ends and i don't think i would use the racetrack that much.

We were doing some races on the main track last night, and I'd say it went pretty well. There were the odd few that were still driving around the track (despite a broadcast RCM stating that a race is about to start, and to clear the track), but they didn't cause any harm and did eventually move off to the outer roads.
