I know the road is closed, but when chases are trying to get past, you need good visibility to not screw things up immediatley. Besides most people will try to get past anyway and you ll end up with tires rolling everywhere till they despawn.

My advice is to get a very visible skin and put your car sideways to block traffic, much more effective.

I kind of agree to most of your opinions, but in addition to number 3 and 4:

3. I suggest that because in my opinion, TOWs are just too similar to MEDs. The option for the MEDs to allow the reset would make much more sense, as TOWs would still be used to flip cars over or get them out of sand, and MEDs could reset crashed cars etc. Basically it would be more like real-life, when healing is done after getting the people out of the cars... As there are many times a COP crashes or a suspect gets busted in the far South side of Montana for example, when you don't always have the will to roll to the pits in a fully crashed car, nearly undriveable, therefore putting others to danger, you could just call a MED and reset and keep driving, or as a COP, just keep doing your duty without having to ignore some speeders on the way to pits in your smashed FZ.
I of course understand, that it would probably take some of the work away from TOWs, but there could still be rules, like you cannot get reset, if you are not flipped on your wheels or something. Therefore the TOWs would still have to flip a car before a MED arrives and "fixes" it. SO you don't have to be pushed to the pits in your probably-no-steering-at-all car, but can be fixed on the spot without putting others on the road to danger. Just saying...

4. Understood about the tires. But I think the On-screen message would still be a nice addition as there are not always many service vehicles available at all times, especially when the server is busy and many crashes have occured. And those times are also the ones that would really need some extra safety for the service vehicles as the traffic is a lot more dense....
