So what it is? Marketplace/bank robbery!
There should be multiple marketplaces or small banks around the map and as a robber you can rob them. Of course there should be some cooldown i.e. 30 mins that same place can be robbed. So, after you have robbed the marketplace/bank cops will be reported about it. Now robber needs to find his way to the safe zone before cops reach him. If robber succeed to go to safe zone before cops have visual contact to robber, robber gets some €-bonus. That bonus should be in proportion for a distance from bank to nearest safe zone. Also if cops reaches a robber, there should be a chase.

That really isn't a new, or a good idea.

Also, TC doesn't have a bank-to set one up would be a pain in the arse, nor does it have little jobs or 'houses' or a particularly obvious marketplace. This system also would get abused between the hours of 1am-9am BST where around 4 people are on TC, making unfair advantages for people in timezones where they are awake between said times, whereas the majority of european players would have to be concious at say 5am to even get a chance.

To summarize, terrible.
