Interesting theory but this implies that a cop can't chase you for speeding during speed limit change if he is right behind you. You're supposed to slow down before the speed limit starts. Just like it is handled in real life. Remember, e.g. in Germany speed limits within a city's boundaries are 50kph in general and 100kph on normal roads, i.e. you have to slow down 50kph as well. If you fail, you'll pay. True story.
