Tbh, it's too easy to see the details that way. Make a button which says ''Ask for car details''. When the cop clicks it, the suspect must click another button which says ''Give car details''. If he doesn't click it, the chase has begun.

About the stolen cars;
- If the suspect gets caught within x minutes after he stole it (or maybe in the pits?), the car goes to the impound and he's not able to steal it again.
