Good idea, perhaps it could work like the fine system? The user is given a count down, in which time they have the option to run, or else there details are automatically given to the officer once the time is up?

They would not be impounded unless they're caught - maybe a slight misunderstanding there

With the fee/time this is changeable ofcourse
