Doing caution where he was, although seemingly aiding the racing, appears to me to be probably a safe thing to be doing due to what was happening on the road, and as such I will not take action on it.

Confirmed, I believe he also called Orange an idiot as he drove past in the other direction, as there's no other reason for him to say it other than directed at someone.
