It's certainly your fault here. Its not that some chase suddenly moved into your way, its you moving towards it. And 7 slow cars on the Autobahn, some of them sideways, should have been enough indication that this is no normal traffic situation. Not to mention the sirens you must have been seeing. You did not pay the necessary attention so you take the blame for the situation. The fine itself (not moving for emergency services) was certainly made for different situations, but the spirit is the same here. Hence I see it was correct.

But a warning to you: Pay more attention to traffic and sirens in particular or the fine could be a ban some day.

That is out of order. You cannot push cars around like that. I guess the image speaks for itself.

Warning to you as well: Pay more respect to the other people. Especially those you're dealing with in the line of police work.
