Any laptop with an AMD APU will probably be the best for games at that price point. Look for A8-____ or A10-_____. Would be enough for GTA 5, but not GTA 4. (5 is better optimized) Checked YouTube for reference.
The Toshiba you linked isn't terrible. Pretty good for how little you're paying: http://www.ebay.co.uk/itm/400862909210 Decent processor, decent mGPU. I'm a fan of APU's for cheap computers.
