Hi,

It appears due to his negligence he caused minor contact at the latter time stamp, however it also appears that he moved away so you could pass.

The only issue I have is that he should not have continued driving after the first time stamp when he knew that when he got to the roundabout, he could unintentionally block traffic (including the cops) as to not hit others at the roundabout.

I will give this user a confirm-able warning regarding moving for sirens as his history is fairly clean.
