I think this was a genuine mistake due to a !caution not being as visible as, say, a !siren. He should have been more aware of the caution and that there were clearly other cars moving slowly but he hit Ryu and this caused a major collision.

smacky will receive a confirmable in-game warning for not slowing down for the caution sign and causing a collision in doing so.
