If he plans to turn the car into an Exocet, i'm pretty sure they plan on taking it to a track and not on the roads. While the car is being worked on, it can pretty much be declared SORN for the time being and then get insurance in a couple of years. Same thing goes for the MOT.

Exactly. Ressources are plentiful on the internet. Learning to fix rust is a skill you will use on every car you work on. Plus, if he turns it into an Exocet, he doesn't really have to care about the body since it'll be pretty much turned to shreds in the process.
