Reinstall your PC to confirm that neither of your problems are software caused. The noise on your sound card could be a malfunctioning card though, I doubt the problem lies in your graphics card.
Confirm if your sound gets clean by giving it a go with the onboard sound card. Try a secondary (or onboard if applicable) graphics card to confirm if the problem with the green lines is in the graphics card.

 


