Some explanation: Many fire stations in cities have special traffic lights which interrupt the normal road traffic in order to let emergency services join the road easily.
This is done with the new !alarm command.

TCs can place a special set of traffic lights on every map, which will be controlled with the new command. When issued, those lights will interrupt the traffic with a red for 10 seconds (+ some time for yellow etc). On standby, these lights will be off and show no colour.

On the current Jamaica layout, these lights are at the north exit of 2nd pitlane.
