Hello,

Looks pretty clearly to me like he knew what would happen when he did not brake or let off the throttle while approaching you like that, and I would say there was no accidental incident here; he knew what he was doing.

There appeared to be some flicker of lag around the same time of this incident, however I don't think this affected his ability to see you or avoid this incident as it was not significant or lasting lag by any means.

He also completely failed to apologize for the incident he caused.

Incorporating all of this, plus past incidents with this user that I've dealt with, plus his absolutely littered history, he will receive a fairly long ban for this incident.
