Watching the replay it seems the user in question has some lag issues, meaning that he might not have known he'd hit you. Had you tried to speak with the user to solve the problem rather than just reporting it straight away then maybe it could have been solved there and then.

I'm going to give him the benefit of the doubt, like I said there's a good chance he didn't even realise he'd hit you and so i'm not going to take action on this. Next time please speak with somebody before you just go off and make a report, you're only wasting your own time as well as mine.
